The Pennsylvania Positive Behavior Support (PaPBS) Network Tier 2 Curriculum provides schools with a framework for developing and implementing targeted, evidence-based supports for students who need additional assistance beyond universal Tier 1 practices. Grounded in Positive Behavioral Interventions and Supports (PBIS) and aligned within a multi-tiered system of support (MTSS), the Tier 2 curriculum emphasizes early identification, timely intervention, and responsive supports that help students strengthen academic, social, emotional, behavioral, and engagement outcomes.
The curriculum includes practices and systems related to data-based decision making, intervention selection and progress monitoring, classroom supports, social-emotional and behavioral skill development, relationship-centered and restorative practices, mental health and wellness, family engagement, inclusive practices, and attendance improvement. Through intentional implementation of Tier 2 supports, schools can respond proactively to emerging student needs, increase access to meaningful learning opportunities, and strengthen connections between students, families, and school staff. Effective Tier 2 systems complement strong Tier 1 practices and provide a foundation for determining when students may benefit from continued, intensified, or more individualized support.
