The Pennsylvania Positive Behavior Support (PaPBS) Network Tier 1 Curriculum provides schools with a comprehensive framework for establishing proactive, preventative, and equitable schoolwide systems that support positive academic, social, emotional, and behavioral outcomes for all students. Grounded in Positive Behavioral Interventions and Supports (PBIS) and aligned within a multi-tiered system of support (MTSS), the Tier 1 curriculum focuses on creating predictable, safe, and supportive learning environments where students and staff can thrive.
The curriculum includes evidence-based practices and systems related to school climate, behavior expectations, social-emotional and behavioral instruction, data-based decision making, family engagement, inclusive practices, attendance improvement, relationship-centered approaches, and positive classroom supports. Through intentional implementation of Tier 1 systems, schools strengthen belonging, increase engagement, reduce exclusionary discipline practices, and build the foundation for effective Tier 2 and Tier 3 supports.
